【2022 ECRs in Sustainability Science 13】Air Quality Justice: Risk Distribution and Just Transition 空氣品質正義：風險分配與公正轉型

This seminar will share two types of inequalities in air quality in Taiwan. One is that pollution is more severe in agricultural and low-income areas, and the improvement is still unequal after the intervention of air quality policies; the other type is that the government fails to consider the just transition caused by policy intervention, which eventually leads to policy failure. The research points out that just transition is not only to deal with employment and subsidies but also to carefully handle the recognition, relative fairness and procedural legitimacy caused by policy intervention.

本次的演講主題將探討臺灣空氣品質的兩種不平等。一種是污染在農業與低所得地區較為嚴重的情況，空氣品質政策介入之後，改善情況仍然不平等；另一種類型是，政府欠缺考慮政策介入引起的公正轉型問題，最後導致政策失敗。研究指出公正轉型不僅是處理就業、補貼，同時要慎重處理政策介入後，引起的認同、相對公平和程序正當性。
